SMOC is originally incorporated to take over the administrative responsibilities of the Head Start program. Over the next ten years, the agency also manages a Community Outreach Program, pediatric clinic (in partnership with Framingham Union Hospital), job training programs, a Neighborhood Youth Corp providing employment opportunities, child care, and an Alcoholic Rehabilitation Center. The Community Outreach Program teaches residents to advocate for community needs like traffic safety, streetlights, and access to health care, while providing SMOC staff with a deep understanding of the causes of poverty.
